The Behavioral HealthChoices Agreement allows TMCA to retain up to 3% of savings from effective care management to reinvest in programs and services in Franklin and Fulton Counties. These funds are called Reinvestment Funds. Reinvestment Funds provide a unique opportunity to allow for the creative use of funds to fill identified gaps in the service system, test new innovative treatment approaches, and develop cost-effective alternatives to traditional mental health and substance abuse services.

Social Determinants of Health

Social Determinants of Health have been proven to have a dramatic effect on individuals’ overall wellness. Through this plan, and the use of our Contingency Funding, we address needs that may not otherwise be covered by other human service programs. These funds may be used for home repairs, childcare, food assistance, etc. The plan additionally allows for the Clothing Connection program that provides a clothing stipend to low-income families with school aged children for new, unused clothing essentials. These stipends are managed by our multiple community-based organizations throughout Franklin and Fulton Counties.

Alternatives for Families – CBT (AF-CBT) Alternatives for Professionals (AFP)

AF-CBT Training funds several master’s level outpatient mental health clinicians, within Franklin and Fulton counties, to attain certification in this evidence based treatment. An additional training for certain caseworkers within Children and Youth Services, Juvenile Probation and Mental Health has been conducted in efforts to enhance teaming of individuals served by AF-CBT. This treatment is focused on children and families that are experiencing family dynamics such as conflict, abuse and challenging behaviors.

Recovery Oriented Systems of Care Specialist Staffing (ROSC)

TMCA provides partial funding for two ROSC positions. One ROSC position is embedded in Franklin Fulton Drug and Alcohol and the second ROSC position housed in Fulton County is embedded in Fulton County Family Partnership. The Franklin Fulton Drug and Alcohol ROSC Specialist focuses on community level change, monitoring and implementing recovery-based reinvestment plans, advising policy for TMCA and PerformCare. Specific to Fulton County, this plan provides staffing to support the development of specialized employment services for those in recovery in Fulton County. This includes building and maintaining partnerships with employers in Fulton County and providing employment driven services to program participants.

Housing Development

The Housing Plan allows for rental assistance subsidy for adults (18+) for housing until the individual is assessed eligible for HUD Housing Choice Vouchers and receives notification that their voucher is active. Contingency funding is available to assist individuals with security deposits, utility activation, emergency repairs and basic home furnishings, if necessary. The program also provides in-home supportive living assistance to aid in skill development towards long term permanent housing.

The second major component of the plan allows for expansion of additional housing units for individuals with behavioral health concerns. This partnership will be developed with a low-income community development corporation through use of capital investment dollars to expand housing opportunities for individuals and families.
